Request for Proposals: $5,000 Budget

The SW 29th Street business corridor, which has become the SW 29th District | La 29, is part of Oklahoma City’s Commercial District Revitalization Program (CDRP). Stretching more than three miles long, from S. May to S. Shields, it boasts one of the strongest revenue centers for the City. In June 2020, the SW 29th District Association inaugurated its first public art project, fittingly named La 29 Mural 1 – La Historia (The History). The painting, a work led by local artist Narciso Argüelles, is displayed on the east-facing wall of Jose’s Transmission Shop at the northwest corner of SW 29th Street and S. Western.

About SW 29th Street – The SW 29th District Association, Inc. is a nonprofit organization that actively seeks to establish a collective voice for the interests in the SW 29th Street business district area, develop goals and implement programs for better community and commerce. The proposed second mural will be within the 29th street corridor and provides an opportunity to highlight one of the Latino community’s busiest business districts.

ENTRY ART REQUIREMENTS

To further enhance the site, the SW 29th District Association and its community, the Murals of La 29 Committee is seeking proposals from an artist or team of artists to create a permanent mural along SW 29th Street in Oklahoma City, OK. The artist's fee for this work-of-art has been set at $5,000 and shall include all costs of the artwork, such as travel, materials, the artist’s design, insurance coverage, permits, and installation. The area that artists will be allowed to paint is an eight (8) feet by eight (8) feet wall on the side of an existing building along SW 29th Street. Once a final project site is identified, some changes to your design may be required to accommodate the specific location and building.

From the pool of submissions, three to five finalists will be invited to tour the site and meet with the Executive Director of the SW 29th District and with select members from the Mural Committee to gain insight into the project and gather additional information to further develop the design of the art. The finalists will receive a $250 honorarium to cover the expenses associated with the site visit and a submission/final presentation.

Each final submission shall include dimensioned representations of their proposed mural, an itemized budget, a project timeline, and a project narrative. Finalists will be required to present their proposals to the Murals of La 29 Committee on June 30, 2021. Once selected, the artist will enter a contract with the SW 29th District Association, Inc.

The Murals of La 29 Committee reserves the right to modify this solicitation and to request additional information or proposals from any or all participating artists. Commissioning of artists by the Murals of La 29 Committee is implemented without preference to racial or ethnic origins, sex, sexual orientation, religious affiliation, disability, or age.

TIMELINE

Initial Proposals Due: May 12, 2021

Finalist Notification: June 2, 2021

Site Visit for Finalists: To Be Determined

Finalist Presentation: June 30, 2021

Final Selection of Artist: July 14, 2021

Completion of Art Project: September 2021

SUBMISSION REQUIREMENTS

Interested artists must submit an initial proposal to the Murals of La 29 Committee no later than noon (CST) on May 12, 2021. Late submissions will not be accepted or considered.While it is not required at this time for artists to provide sketches and detailed information regarding the way they might approach this project, a general idea or concept, or relevance of this project to current work would be appreciated by the committee and will be considered in the selection of the finalist.

Submissions must include the following:

  • Cover letter detailing the artist's interest in this project (not to exceed 2 pages). The cover letter should include a summary of the artist’s experience and capability to perform the work outlined in this proposal.

  • Artist Resume(s), not to exceed 3 pages.

  • Contact page detailing the artist's full name, studio name (if applicable), mailing address, shipping address, telephone numbers, email address, and website.

Additional information requested but not required:

  • Photographs of the artist's previous mural projects via digital media. The photos should be identified with the artist's name, the title of the artwork, date of completion, medium, size/dimensions, location, and project details (including budget and commissioning agency).

  • Reference(s) with telephone number and, if available, email address.

REVIEW AND PERMITTING

Upon approval of the final design by the Murals of La 29 Committee, the selected artist will be required to obtain all review approvals and permits per the Oklahoma City Municipal Code.

COPYRIGHT

The design must be original and must not infringe on any other person’s intellectual property rights. Each selected artist further grants the SW 29th District Association, Inc. the exclusive rights to reproduce the design (including electronic images) for fundraising, educational, and promotional purposes.

REMOVAL

Artwork must be consistent with submitted and selected artwork. If in the opinion of the selection panel, the artwork does not reflect the submitted and approved design, the SW 29th District Association, Inc. has the right to remove it partially or completely at the artist’s expense.

LIABILITY

Each artist agrees to indemnify and hold harmless the SW 29th District Association, Inc. and Murals of La 29 Committee from any loss or damage, any and all third-party claims, demands, actions, legal fees or costs for which the Artist is legally responsible, including those arising out of negligence, willful harm, or crimes by the Artist or the Artist’s employees, agent or subcontractors. This “hold harmless” agreement shall survive beyond the term of the Artist’s service contract.

The SW 29th District Association, Inc. and Murals of La 29 Committee will not be liable or responsible for any bodily or personal injury or property damage of any nature that may be suffered by the Artist, their employees, agents, or subcontractors in the performance of this Project, except to the extent of any negligence or misconduct on the part of the SW 29th District Association, Inc. and Murals of La 29 Committee.

The SW 29th District Association, Inc. and Murals of La 29 Committee reserves the right to modify this solicitation and to request additional information or proposals from any or all participating artists. The SW 29th District Association, Inc. and Murals of La 29 Committee also reserve the right to accept or reject, at any time prior to the commissioning of a work, any or all proposals when the acceptance, rejection, waiver, or advertisement would be in the best interest of the project. In addition, they may solicit proposals from artists not responding to this call and reserves the right to select an artist outside of the pool of artists responding to this call.
